Background
Pakistan is often seen by the West as a country sailing over turbulent waters due to the media which continuously portrays Pakistan as a country of terrorist training camps, Islamic Madrasas, subjugated women and cricket cheats etc. Strangely there has been very little effort in balancing their view-point or even looking into Pakistan’s most incredible culture of hospitality, its richness in art and archaeological heritage spread over 4,000 years of old civilizations of the world.
This situation has made the Pakistani case challengingly hard to sell in the West, especially as compared to India or China . Nonetheless, blame goes equally to the Western allies for abandoning Pakistan quickly after the Soviet army’s defeat in Afghanistan in 1989. Pakistan was not only left behind to pick up all the war debris alone, but also had to carry the burden of huge population shifts from neighbouring Afghanistan accompanied by leftover arms with unregulated cross-border movement into Pakistan’s main land cities. Pakistan emerged from war as having paid the heaviest price in the region for its role in the war on behalf of West.
During the next decade or so, the country underwent a rushed democratization process which seriously lacked intellect and accountability within its political structure. As a result Pakistan could not see the big picture infront nor had the understanding of the contemporary challenges posed by the growing neighbouring economies of China and India in the region. Instead, Pakistan was locked into a new culture of political corruption, gun trade, and religious intolerance set off by the looming threat of bankruptcy with IMF loans. Along with the tag of rogue state status in a new geopolitical scenario.
Under these circumstances, Pakistan sank deep into a confidence crisis inviting deceitful and unskilled administration along with religious entrepreneurs to run governmental affairs. This new political elite had neither the political will to deal with such issues nor the competence to tackle the emergence of thugs exploiting the messages of religion in order to enjoy power and influence in the country.
This resulted into poor economic growth accompanied by low levels of foreign investment for Pakistan , stretching the country's meagre resources which led in turn to spiraling poverty and despair. These were the conditions which forced Pakistan into becoming a breeding ground for religious intolerance and violence in society which was totally opposite to what its founding father had envisaged in creating this new country 1947.
Summary Plan
The "Enable Pakistan Programme" is an action-based plan to bring Pakistan parallel with its neighbouring countries' economic success. The program has been specifically designed to plug the gap between skill demand and skill deficiency in Pakistan. It will enable people to learn market driven skills empowering people to connect themselves with the Western economies.

Acknowledgement
We are grateful for the guidance and insights of the Government of Pakistan, civil society organisations and the many other people and groups who have helped us in the developing this plan. We particularly have to thank a team of dedicated professionals and mostly expatriates from Pakistan presently working on similar issues within United Kingdom and European Union programmes.
The programme has the capacity to deliver its outcome with all its constraints and sensitivity of location to the communities involved. There has been considerable qualitative and quantitative research work done in a most responsive way to understand the depth of the issues being addressed. To focus on the core needs of the communities, we have taken up the causes of poverty and deprivation in a different way to enable Pakistan to achieve new heights in global economy.
